A veteran foreign-policy expert, 바카라 토토, 56, is no stranger to the business world—he wrote a book on management,The Bureaucratic Entrepreneur: How to Be Effective in Any Unruly Organization.After teaching management at Harvard University’s John F. Kennedy School of Government, he served as special assistant to President George H. W. Bush and as senior director for Near East and South Asian affairs on the National Security Council. 바카라 토토 also worked at the Department of Defense during the Carter administration and at the State Department during the presidencies of both Ronald Reagan and George W. Bush. He is currently writing a book about the Gulf and Iraq wars.
